24fps movie to 25fps PAL conversion

It is well known that when 24fps movies are converted to NTSC video a process called telecine is used to increase the framerate. But how is 24fps movie converted to 25 fps PAL video?
Simply increasing the speed 4% ?
Or is some other sort of field based conversion method used, and if so are there any programs capable of inversing it ?
All the DVD to avi conversion programs I have used (DVD2AVI , MPEG2AVI, FlaskMPEG, XMPEG) don't seem to offer any such options.

      Thanks!
It really seems to be so. I compared the length of a movie on a DVD with the data on imdb.com and the DVD version was really 4% shorter.
Considering that changing the framerate back to 24fps is really simple in this case it's really a shame that no DVD rip-guides or programs suggest doing it.
Just too NTSC oriented I guess.
