How can we measure DivX quality?

Is there a utility that measures the quality of a DivX movie, perhaps examining the frequency of keyframes and bitrate?

In Nandub under file properties, you are given a DivX quality rating of 1 to 100, does anyone know how accurate this measure really is?

It seems to give a slightly different answer each time you run it on the same movie, so I wondered if it was helpfull at all

The VBR MP3 build of VirtualDub also offers this when choosing file/info. Takes a minute to scan it usually.
