Best program for changing frame size

What is the best program out there to change frame size? I have a bunch of DivX files I need to change from 480x360 to 320x240. Any thoughts? thanx

They can be changed using VirtualDub's resize filter (This requires, as would any program to accomplish this, recompressing the video - which will diminish the quality to some extent).

Just curious, why do you have/want to do this?

I don't remember seeing this in VurtualDub. What drop down is it in? I know the divx codec 5+ has an area to chance the size, but it is not selectable. Is that filter in VurtalDub still the best option, and where is it in the pqrogram?
I have a program call BroadQ for the PS2. www.broad.com, it is a great program! Thanks for your help
