      Just trying to interpret the words of your post (not about to download your video):

      Make sure that both horizontal and vertical resolutions are divisible by 16...

        I don't know what program can take a snapshot of it. I tried using printscreen and gave me a black screen.

        I have edited the clip to 768KB, hope it's small enough. Also, the stretches appear sporadically and the only way to see the problem is by looking at the small sample.

          That's not "stretching", it's interlacing artifacts...

            Yes. You must "Deinterlace".
            A deinterlace filter in VirtualDub will sort that.
            Of if you use GordianKnot, it's an option on the final encoding screen.
