How do I convert PAL divx to NTSC divx

Does anybody know how to convert a divx file in PAL format to NTSC?

U could do that using Virtual Dub by changing the Frame Rate from 25 FPS(PAL) to 29.9 FPS(PAL) and then saving it as a new avi but that alone would probably cause Audio/Video Synch Problems so u would like to use the above settings
Audio Skew correction 397 ms and interleaving every 1ms
