Simple Cropping

If I have an AVI.MPEG that has those black bands on the top and it's already encoded in some format, is there a tool I can use to crop out the top and bottom black things - I forgot what they're technically called.

Would it take long to cut it? There shouldn't be any need to recompress, right?

I don't use mpeg format, but for avi files i would probably just use the virtual dub filter ("null transform" and then cropping). However video compression treats the image as a whole so you will have to recompress, I see no way around this.
