how to cut bottom & top black lines

This is my 1st time doing any thread just wanna know how to cut those black lines from upper & lower of the movie , i tried TmpgEnc but i couldn't do that i am pretty sure you can cut them off while you Converting AVI to Mpeg with TmpegEnc but don't know how, would any body help please

open Tmpgenc plus
load your file
click on setting
click advanced
check "click frame
this will let you clip and resize your file
you can also do it in Vdub if your file is an avi
