howto make movie launch a website popup window?

Hello .. NOOB here .. I would like to make it so that when someone plays my video, a web browser pop-up window launches a website of my choosing ... how can I make this possible ?

I have access to Adobe Premier and Adobe After Effects on a computer running Windows XP ...

Any help would be appreciated ... thanks!!

sorry, that's not possible: video stream doesn't control such action. and I don't have time to kill popups anymore.

It is actually possible using WMV encoded video files, as I have seen movies that do it before. I'm not sure how though (leave it to old M$ to come up with something like that!)
