DivX -> MPEG (MPEG is longer?)

I am trying to convert a DivX file into an MPEG file so that I can burn it as a VCD. The length of the DivX file is about 40 minutes long but when encoded to MPEG with TMPGEnc, the length of the MPEG file turns out to be 70 minutes long! When I play it using WiMP, I get nothing but a black screen. However, when opening it with VirtualDub, it works but at the beginning the program had to parse interleaved MPEG file. I have 2 players and on one of the players the VCD played fine, just that the timer was running rather quickly. On the other player, the timer ran at a normal speed and that caused the VCD to stutter very badly.

Any idea what causes this and what I should do to fix it?

In TMPGEnc, did you use the "Video-CD" template (NTSC or PAL) from the "Project Wizard" ("File" > "Project Wizard")?
