need help converting mpg1 to divx

I've been trying to convert my mpg files to divx format. I'm trying to shrink them down so i can fit them into a cd, i've tried it with virtualdub but the file always comes out bigger. Can anyone explain to me what i'm doing wrong? or give me a step by step on how to get it the smallest size but retain the video quality?

Assuming that you have some type of codec(s) installed (DivX and/or others) on your system, after you've laoded the MPEG1 file into VirtualDub, from under the "Video" dropdown menu, select "Compression" and select the codec of your choice. Then, from the "File" dropdown menu, select "Save as AVI" and enter a new filename.
