12,500 fps is that right for a movie file?

    I've downloaded a divx file 310kbs res 352 x 288 Low Motion
Audio Mpeg Layer 24000 hz. I thought the frame rate should be around 23,000 to 29,000 fps but this is 12,000. What does this mean any ideas. It might just be my computer but after encoding to about 15% on tmpgenc the computer switches off and I lose everything I have encoded and have to start again.

Can I save as I go along? So I can take up where I left off

The video looks like to have had its frame rate halved to compensate for the (presumably) low bitrate. Does the video play alright in your system?
