Need Biliniair Filter for videos

My old windows98 still has that filter implemented somehow, but Windows2000 plays all the movies as they are... On my 32" Widescreen tv it's very noticable how pixelated some movies can be.

anyone know what I'm talking about?

I believe there was a program called 3DFX video renderer, that program had what I wanted, but it's only for glide cards.
