Mpeg2 Encoder Filter

Hi,
I'm looking for an MPEG2 ENCODER FILTER.
I have to create a graph that grabs frames and audio from a webcam and send it to a IP Address. I found MPEG2 SENDER and RECEIVER, so I want an MPEG2 ENCODER FILTER to convert AVI format of webcam to MPEG2 STREAM (input for MPEG2 SENDER)

I'm not aware of any "MPEG2 Encoder" filters I'm afraid......only decoders.
