Best solution for streaming HQ videos?

Hi. I'll apologize beforehand if this is the wrong place to be putting in. It seems to be right..right now.

I have a website (WWW.BOXIK.COM) that will be used for streaming gaming videos with large file sizes (~100-300MB). Now, if you take a look at the test video (80MB) I put up.. here, you'll see how the loading time is ridiculous. So here's my question: what are the best ways for streaming videos with large file sizes? I read a little about IP video streaming, how would that work? Codecs, what would I use?

Budget is kind of limited. If I could get some ideas from people first? (I tried JoomLancers but I was getting people wanting me to pay $1000+..)

it's about 1GB size and you can easy jump wherever you want in a while using JS code; no server needed. File size doesn't matter you can encodee up to 10 hours and more with file size 10GB and more.
