VCD files on a DVD?

Does anyone know if you can write VCD-compliant files with a VCD-compliant file structure on a DVD to make a 480minute VCD, and whether it works on a standalone or not?
This is a make-or-break question for whether i buy a DVD-burner or not

You can make "DVD-(s)VCD's" just like you would a normal vcd, except you obviously have more space for the movie on 1 disc and you can put higher bitrates for better quality, and still have it fit on only 1 dvd disc.
