MPEG1 on DVD

how do i burn VCD files on a DVD-R and get my standalone player to play it? e.g two 800mb files (two VCD films) obiously they will fit on a dvd but if they were encoded to the VOB format it wouldnt fit on the disc as the files would be over the size of the disc as they have a total playing time of over 3hrs can this be done?
