Problems with WinDVD Creator

I am attempting to author a DVD with WinDVD Creator. It seems to work correctly. In fact the DVD produced will automatically launch and correctly play on WinDVD. However, the DVD will not play on a 'standard' DVD deck attached to a TV. It advances to a frame and seems to "loop" ... showing a frame or so along with the audio -- stall and loop back... hope this makes sense to someone... hope even more that there is a solution.

try to do "get VTS sectors" in IfoEdit v.095 (www.ifoedit.com) and burn it again

Can you help me, please? Does WinDVD Creator makes authoring from a .VOB file instead a .MPG file?
