Audio sync problems with every programs!

I am capturing video from an ASUS tv tuner card and tryin to get those programs on to dvd to show at school to illustrate concepts in class. I captured in DVD NTSC format and have no sync problems but when I go to burn those clips to DVD with a menu most of the time they are out of sync. I have had sync problems with MovieFactory 2 and 3, along with TMPG Author 1.5. I am at my wits end and new some ideas. I need a easy and quick solution without ripping of the audio track and realinging the video to match. Thanks!

Sync errors often come about from a stranglehold on the system.
You say you capture in DVD NTSC format? I don't quite follow precisely what file format is that?
What CPU/RAM/OS etc are you running?

I am running a AMD Barton 2500+ with 2 DDR 256mb chips. The video is recorded in MPEG2 format with resolution and fps at the standard of NTSC DVD.

Your files play ok from hard drive but not from DVD?
Your Asus may be saving in a slightly non-standard format.
Most recommendations are to capture in AVI despite requiring more drive space and encode to mpeg2 in the authoring stage.
However, this doesn't get your recordings you've made back.
Are you running any background tasks when you burn, and are all your drives DMA enabled?

When you capture, what audio rate and fps are you using?
If your audio isn't also DVD compliant, the authoring program will resample it to 48khz, and attempt to match the fps of the video. This could be where the sync problem comes from.

I am capturing in 29.9 fps and the audio is taken in at 48 khz which should both be DVD compliant. Also, I am not running any programs in the background for the very reason that it would throw off the audio/video sync. I am not sure if the ASUS card will capture in AVI format but that is definitely something that I can try.

One issue may be that I am editing the video before I burn it to a DVD but I think there has still been sync problems when I burn unedited videos.

When you edit the video, as long as you're editing the audio timeline at the same point as the video, and your editing program doesn't introduce some offset, it should stay in sync.
From what you posted above, the problem arises during authoring, or something post-capture.
Maybe try this: Separate your audio and video (tmpgenc tools, demux). Load audio and video into DVDLab (free 30 day trial at www.mediachance.com) author and compile the project.
If dvdlab gives you any warnings or errors, then something is not dvd compliant.
Play the compilation in WinDVD or PowerDVD, check for sync.
If all is well, then do a test burn to a dvdrw.
If it's still in sync, then I would venture to say your authoring program is causing the problem.
If the resulting compliation is out of sync, please explain your authoring and burning method and software.
