Does anyone have any insight on the following:

All I have is a DVD player and a CD/RW.

I want to put all my home videos from VHS-C onto DVD.

The above link says I can do that for their 'software' for $20.

Is it a waste?

It's only a scam if you think by 'DVD' they actually mean 'DVD.' What I'm sure they really mean is 'VCD'. There is no way that a CD/RW can READ a DVD disk, not to mention WRITE to one...

And yes, there is plenty of freeware that'll allow you to make VCDs.

If you want to make real DVDs, spring the three bills for a DVD-R. Panasonic LF-D310 works great...
