mpeg1 to mpeg 2 editing

Heres what Im trying to do. I have a mpeg1 at lets say, 320X240. And what I want to do is put black lines on the sides and top and bottom of the mpeg1 making the whole video 720X480. I know I can just use tmpeg to streach the movie to whatever rezolution I want. But Im doing this so I have no loss in quality. Anyone know of a program that will do this with a fair amount of eas?

Haven't used Tmpgenc for awhile but IIRC in the settings there's a choice that says something like center keep aspect ratio.

What does this have to do with the title of your post, "mpeg1 to mpeg 2 editing"?

Once I get the bars around the video. Im going to convert it to mpeg2.

You do both at once.
Load the video into tmpgenc.
Select NTSC DVD output at 720x480 on the Settings tab.
On the Advanced tab, set source aspect at 1:1 VGA, keep aspect ratio 2.
