The previous chapter button in many systems works this way. You often need to push it twice is rapid succession to get the desired result. Nothing to worry about.

I've read a good reason why this is so. Not all DVD Players are the same. So with that in mind, pressing the previous chapter button may jump you the beginning of chapter 1 or jump you to the beginning of previous chapter. That's why if it goes to the beginning of the current chapter first (chapter 1), you need to press twice to continue going backwards. You need to press back twice quick though.
