Something wrong with your disk nwg - I never noticed a problem on my copy of HFRO (which I think is R2,4)

It's affected all the R2's as others have noticed. Have you got the old release? This disc is a re-released DTS collectors edition a couple of years later. I actually have two discs as I bought the complete Clancy Boxset after I bought Red October on its own. They are both the same.
Obviously, someone screwed it up authoring it.
For the mean time. I have copied it and set the forced subs to on as default. I then just have to switch to normal subs just before the scene then back to forced subs.
The original does not let me switch audio or subs while playing the film because of PUOP's.
The first UK release was in 2000 and was a crap quality (not much better than VHS) with just DD 5.1 and no extras. The re-release was in 2003 with both DD and DTS and some extras.
I like submarine films a lot and it is one of the best.
nwg, I have clost to a solution for you. The next version of DVDSubEdit will allow you to move 1 subpic or an entire group from 1 place to another. I'll let you know when I have a beta for you to test, I'm very close.

@jean - do you envisage a time with your prog when can be able to simply type in the characters off a keyboard, and have some sort of character matrix make them into RLEs and mux them in? This does sound like a big ask.
The main change is the added support for re-timing subtitles. This is still experimental, so be careful and make sure you have a backup of your VOB and IFO files.
The new re-timing function allows you to change the timing of an individual or a group of subtitles.
Re-timing subtitles becomes slower as you move them by a large amound (in seconds). Note that the IFO file is also modified (because packs have to be moved around).
