DRF - I dunno how (or with what) you made this menu, but you will never see any highlights for the simple fact that there are no subpic packs in the menu VOB (these define the shape of the button and along with the colour scheme, the highlight).
Also, the buttons will not work as they are in the VMGM domain (you cant have the command you wish to execute from this domain). This menu should be VTSM 1,1 (root menu). This is easy to do. Simply create a root menu in PgcEdit and Import Menu from the same VOB (when it is fixed). Then blank out the VIDEO_TS.VOB (PgcEdit can do this easy).
Also, your buttons are "stuck" - they have no movement between them. PgcEdit's button editor can help here to define adjacent buttons.
But easiest of all is to use DVD Styler to make it. You have your background so it is very simple.
Also, your title is badly muxed - I suspect you used Nero Vision or TMPGEnc. DVD Author. There will be little pauses almost every chapter (like a layer break) as the STC discontinuity rears its ugly head. This will be quite annoying for you I am afraid.
