Slight Delay when playing Quebec bought DVD

I Bought a DVD, Stone Cold w/ Brian Bosworth, 1991(Import) from Quebec that appears to have Hong Kong characters in the menu and opening logo screen. When played on both of my Stand Alone players and my PC as well, it has a slight delay at certain parts in the movie. I have never had a problem playing DVDs on one of my Stand Alone Players or my PC. As far as I know the DVD is region 0. Is there a program that can fix this(preferrably a Freeware program)? I hope it is not a defect in the pressing/manufacturing of the DVD. Would Fix Vts or PGC Edit be useful, if so please give the necessary steps.
