I'm trying to fuzzy out or blank out a portion of a video frame for several minutes.
If you've ever watched COPS on TV then you know what I mean. The bystanders have their faces turned fuzzy so you can't identify them, but the rest of the frame is clear.
What video editing software lets me do this?
So far, all the consumer stuff I've looked at seems to only allow the entire video frame to be affected.
