is there like any program where you can add subtitles to the DVD, you know some DVD's don't include subtitles like Spanish or English, or doesn't include any at all, so is there any program that is liable to add subtitles to a DVD that doesn't have one?

Create them with subtitle creator. Mux 'em in with muxman.
