is there any way to add black bars to rm, avi or mpg?

i have this movie in .rm, i have convert it to mpg and burn it into dvd.
now the problem is the subtitle is on very bottom of the screen, half of it is inside the tv where i cannot see it.
yes, the original subtitle is very bottom of the screen.
so i think i need to add black bars to the top and the bottom to bring up the subtitle.

here is my question, is there anyway to add black bars to the top and the bottom and save it to avi or mpeg file?
i don't want to crop away anything, just to add black bars.

it's been a week now, i can't find anyway to do it..
so please, any help will be apprecited.

    thank u very much.

Anything you really need to build, change, or adjust to a SUBTITLE can be done with this program.

if you still have the original rm try the program call stoik( google it), 25GB per file but you can click to SVC 2 free ware then set the out put to uncompress avi, I use nero vision after so it keep original

not sure if there's a "simple" app for the job, but avisynth directshowsource() to load the rm file, addborders() to add your borders, lanczosresize() as necessary and feed into an mpeg2 encoding app such as avi2dvd or hcenc
