What software did you use to make your menu? Have you created animated highlights? I'm almost sure you didn't. So, there is probably a bug in the program you have used.
You can probably fix this problem by opening the menu in PgcEdit's menu editor, and then clicking OK. Then, save the DVD. This will merge all sets of buttons into a single set. But beware: if the menu has really several meaningful sets, you will lose the differences between the sets (for example, your highlights will not be animated any more.) So, be sure to work on a copy of your DVD.

I used Nero Vision to make the buttons. And yes I made them animated.
I tried your solution with PgcEdit, but it didn't work.

DRMP did find a second set. BTW, I'm trying to hide the 2 buttons on the right.
Where I've circled it shows a line of 4's. I'm guessing that these represent the rest of the buttons. But I don't know how to get rid of them.
I ran Debug and it shows a 3rd set. But I can't do anything with that either.
So, there are absolutely no reasons to produce several sets of buttons. Especially so many sets! As I said, it's undoubtedly a bug in Nero! Not sure why PgcEdit didn't fix them, but you can probably use the menu editor anyway. However, be sure to verify the menu with a software player.
I couldn't get r0lZ's method to work. But I did figure out how to cut all but 1 set in DVDRMP.
I think the reason there were so many sets of buttons was because I had the button faces animated clips and each set held a few frames, because now when I play the menu it plays a few clips and loops.
So now do I keep all the buton sets and have the animation or make it a still? That's the question I have to deal with now. It shouldn't hurt to leave all the button sets in should it?
If you want the highlights to be animated, you need the multiple sets. If you just want the background image to be animated (like normal), you can get by with a single set of buttons.
The question you pose is only for you to answer. What do you want? It should not hurt to keep the multiple sets of buttons and might actually be a rather cool effect.
I see what has happened and agree with r0lZ. This moving background should simply have been the m2v part of your menu cell. The authoring package shouldn't have authored it as button highlights. Still doing it this way might actually save some space.
