How to make PAL DVD?

A friend of mine is borrowing a DVD Camcorder to film his daughter at a competition event. I don't know the model number or make of the camera, only that it records to DVD (possibly DVD-VR but who knows).

So my friend will have this Home Video DVD but wants to duplicate it for his family in Russia. I assume it needs to be PAL so I was wondering what software should I use? Is the idea going to be to get the DVD into MPeg-2 then encode using MPeg Encoder from ImToo to do the PAL?

Any insight would be helpful and appreciated. TIA.

However, check with the Russians. Most PAL players play NTSC.
