Adding Onscreen Graphics to a DVD

I was wondering if there's a software program that allows for the adding of onscreen graphics, such as a corner logo or a banner, to a dvd that you're building? As well as the ability to blur out or even pixelate a seleted area of the screen during a scene.
Adding subtitles seems to be something most authoring programs allow, but is there anything a little more varied available? Free or otherwise...(well, especially free..)

Avisynth with an MPEG2 encoder, such as HC. DVD Rebuilder might make things a little easier though.
