Convert DVD to MPEG or "CUT AND PASTE"

Hi...
I need to cut and past into a dvd movie...cut out some "areas" it´s a music movie and i want to take out the very best from it.... can anybody help me with this??... I dont know if its easier to convert the movie to a different file and then "cut and paste" plz help
