dvd shrink thingy

hello there, went to stick dvd in and it says that its the wrong region even though it has 4 on the disc, it is also saying that i have only three goes left. does that mean after three goes i cant watch or do anything anymore? it says to go to somewhere and change the region anyone know where that might be....please
