What program will give me the highest quality rips when doing a dvd-9 to a dvd-5..???

Anything that has a encoder rather than a transcoder (compresses) like Shrink.

However it will take considerably more time.

I use DVD2DVD-R (with CCE encoder basic $58) for film only and DVD Rebuilder for menu backups. This can use either CCE or Quenc (free) encoder or Rejig (free (transcoder).

I am a big fan of Shrink (transcoder) and that maybe the best for low compression DVD's.
