error 03/0C/00 acohol 120% please help

hi i keep getting this error in alcohol 120%

write error 03/0C/00 ?

i have just had a new system from pcworld since i had it i havnt burned 1 decent disk? there all skipping and freezing i have used these blanks for year with my old system in nero the have always been fine but now nero will copy and say 100% done but then the disk will skip and freeze in any dvd player?

alcohol wont even start to burn to them?

i have a liteon 1653s (this wont work) and a nec3500 (works ok)
in my system please help!!!!!
