is there anyway to resize a movie?

I got a movie from a friend but because its blown up its pixelated and a bit warped like the movie itself is stretched and I noticed as it gets smaller there is less pixelation. Is there a program that would enable movie to shrink the size of the movie from fullscreen?

sounds like a real gem of a movie....

tmpgenc/plus, can stretch/compress the picture.
