Is it possible to finalise dvd that was burned on another machine?

I have a dvd that wont show on my set top player, from the error message I believe it was not finalized after burning. Is it possible to do this on my own burner and if so what program to use

try finalizing it with dvddecrypter.

when I insert the disc and open dvddecrypter I get this msg:

Is the disc scratched or dirty? If it is dirty, try cleaning it.
