need help for my HL-DT-ST DVDRAM GSA-4163B LG DVD burner

My DVD burner is HL-DT-ST DVDRAM GSA-4163B. I can write and read disc, but the only problem is that I can only write at 4x.
I am not quite good at computers. I followed all the instructions in the manual. I can not figure out why I can not burn a 16x disc using my 16x burner.
Your help is greatly appreciated!

Read and implement the Golden Rules of Burning.
