is it safe to re-format a write once DVD ?

I have a dvd which I can not use because its says its open or soething.
Someone told me if I reformat it then I can add more data.

At the moment there is 4gig left on the 4.3gig DVD. So is it safe to reformat it
so I can add more data ?

If its a write-once DVD, that is it, I would imagine unless its a DVD-RW you are done.

You can close the disk and get it played. Or you can close the session and add files later in a multi-session environment. But you can't do this with DVD-Video files.
