Does a DVD get burned from the hub outward?

When burning a dvd, does it burn from the hub first and then outward?

Yes. Same w/ CDR's.

Take a look at a disk that you burned a short movie to, or any burn that you know you haven't used the full space on the disc. You'll be able to see where the burn ended.

there's a long pause at the end of the burn when it writes a lead out,
I suspect that is written to the inner part, right next to and after the
leadin
