windvd4 won't work in winxp any more

Originally i had

P4 1.8A/P4S333
2 x 512MB Samsung PC2700 ddram
64MB Leadtek GF4 Ti4200 TD video card
Pioneer 16x 106s dvd-rom with 1.22 region free patch
winxp pro and running windvd4 and dvdgenie

now i was always able to watch anyy region dvds, 1,2 and 4 etc

however, i replaced my CPU, motherboard and video card and memory and freshly installed a different copy of winxp pro (i bought another winxp pro license)

128mb Xmicro GF4 Ti4200 VIVO video card
Pioneer 16x 106s dvd-rom with 1.22 region free patch
winxp pro and running windvd4 and dvdgenie

but now whenver i launch windvd4 by itself or from dvdgenie, i get repeatedly prompted for region selection in windvd4... if i select region and click okay, all it does it popup the region selection dialogue again... select region again and it prompts for the region selection again...

if i use Powerdvd there is not problem... but before i swapped my hardware windvd4 worked fine... and it works fine on my other pc running the same pioneer drive but with windvd 3

any ideas why windvd4 is repeatedly always prompting me for region selection in windvd4 and never actually plays any of my region 1 or 4 dvds ?

i noticed for some reason my LiteON 32x cd-rw drive has got a region tab in hardware devices and my Pioneer 16x 106s 1.22 region free patched dvdrom is missing a region tab
