      the only way to get around that is to have a friend with a DVD rom rip it then burn it to a VCD but some regular CD-Roms don't support them

          I have never known of any CD-ROM drives that cannot play VCD discs. Ancient models are likely to fit into this category, but certainly not modern ones.

          And to answer the original question, the answer is you do need a DVD-ROM drive to access DVD discs, the reason being CD-ROM drives are simply incapable of the task.
