Putting together a computer for DVD playback

I would like to get some advice about putting together a computer whose main purpose would be playing DVD movies straight from the HD.

I would like to get the best performance.
What are the parts on which I should spend the most ? (setting aside screen and speakers)
Should the main emphasis be on processor, ram, display adapter ?

    For example:
What Display adapter would be best for playing DVD ?
Should I put more emphasis on more ram or on more processor power ?
Should I pick for example an intel 2.4 GHZ processor with 512 mb RAM or instead a 2.8GHz processor with 1024 RAM ?
Should I invest in the 800MHZ intel processor series or would the 533 MHZ would do ?
What Would be a Good choice for a sound card ?
Should I go for RDR RAM or would DDR do ?

I am quite aware that one might answer me – well, just buy the best of everything
And to that I may answer that specifying my financial limitiations as opposed to the deals I could get would just complicate my query too much , and therefore I would generally like to know what is the main direction to take , what are the important choices, wether there are display adapters especially suitable for that purpose.

ThanQ for the time and effort invested in reading the above.
