Best video card for tv-out?

Hi, have been scanning google for information on this but have been coming up short. Most of the reviews I found are really old.

What video card do you think has the best tv-out performance? I don't care about 3d performance, trying to build a box that simply plays dvds and other video files.

ATI... forget about NVIdiot. ATI has the best capture cards out there in the market, it basically blows all competition away...
