What is all this talk on DVD-regions.. are these geographical, geopolitical, time -zones????

so that means that DVD's are encoded in a certain way such that if i take it to eurpe say, i have to change the settings on the dvd player? and whats with the limted number of times u can do that??
i just got an LG/CD-RW DVD-ROM and when i installed it it told me that i can only do that 5 times....
do i have to set it up for my region(canada) or does it come set up, and if i do, does that mean that i only have 4 left???

i hope they have a good reason to impose such idiocies on us!
