How do I strip audio from an mpeg and reapply after enhancing??

I recently downloaded an mpeg file and the video part is fine but the audio of it is very scratchy. Is there a way to strip the audio and enhance it with something like goldwave and then re-apply it??

2) Enhance audio

3) TMPGEnc>>File>>MPEGTools>>Multiplex
