want to play dvd real slow

I am researching DVD play back software.

I want to be able to burn a DVD from a vcr tape or other media and then i want to be able to play back in real slow motion.-- ie for analyzing golf swings.

i was told there is software that you can play back at 1/16 or even control the speed yourself by a "dial"

if anyone has any leads I would GREATLY appreciate it
