    WHY? PC-DVD region change limits

I just got a new laptop, wide screen for movies, DVD burner. I'm being told, by WIN-DVD I assume, maybe by the hardware mfg., that I can only change my region settings 5 times before they become permanent. I understand that 110-240, PAL-NTSC, Metric-SAE, etc. involve political, cultural, even technical debate about which is better. But I can't understand WHY someone would come up with any valid reason to lock the region settings in on a laptop designed to travel.

I know there are programs to get around this, I see them here, but I can't figure this out. Is there any good reason for this?

There HAS to be more to it than that. "They" can't really expect me to buy a whole series of laptops to travel with. Lots of DVDs are onlly available in one region format. Somewhere there has to be a reason that makes some sense to someone. If we asked the person who came up with this what would they say?
