HELP me!!!! Important!!! ODD

I heve recently captures some video from a camera.. I've made them mpeg2's at 8500 Kb/s, and full quality (PAL System, fps 25). (Encoded with main concept mpeg2 video encoder)
I've made them a video-dvd with them. I've tested it at my PC, and everything was perfect!
BUT! When the time for this IMPORTANT presentation came, when I've put the DVD into the dvd-player (on TV), there was a great problem.... AND the problem is:

When there is motion the movie seems like breaking in horizontal lines! (It's like trails of the frames) Something like the very low Refresh rate on PC monitors....

All Dvd-players do that, only on the PC works correctly! I've tried to reduce the quality and the Bitrate, but nothing changes!!!

WHAT SHOULD I DO????????

Please someone help! It's urgent!

What did you use to make them into a DVD?

All video aditing end compression was made by Premiere 7. For the demultiplexing and multiplexing, the menus and all the other stuff, I used Dvd-Lab.

What type of video format does the camera natively support? Did you capture in mpeg or another type of format?

The camera is an analog one, it is a europian camera, supports PAL system

I've connected it to my TV tuner Card and captured it....

The capturing software was "WinVDR Pro"
(a very good tool by the way!).
I've captured it with the Divx 3.11 format.

Then I used premiere to edit them and made them Mpeg2 with the main concept mpeg2 encoder.

Open the "Original" DivX AVI (captured) in "VirtualDubMod" ("File" > "Open Video File"). Then go to "File" > "File Information" and post everything that is listed in both the video and audio sections of the dialog box, or post a screenshot of the information.

Re-capture it using a "lossless" video codec (e.g. HuffyUV) instead of DivX v.3.11alpha...
