DELL DVD drive locked on one region-- HELP

I have a DELL laptop , and the DVD drive has got locked to one region. I am no longer able to use DVDs from US or Asia , and I am based in India, so you know what a waste it is.
Now, I am not the smartest guy around with computers,and I have also installed XP on my machine recently, I have tried to unlock it in the past with free software but it did not work.
Can anybody tell me what to do??
Another thing if i Download one of these region kill software on a Floppy drive and then take it home to install will it work.
