Playback of DVD recorded from DVR

A friend of mine burns DVDs of programs and movies he has recorded on his DVR so he can watch them on his portable DVD player. He says that he can watch them a few times then they get slow in loading and eventually wont load at all. HE seems to think it is some kind of copyright protection. Any thoughts? Just as FYI - he is recording to his cable company provided DVR and copying to a panasonic DVD recorder.

Is he using quality media (TY and Verbatim are most recommended)?

He is using TDK. I have since found out that the problems only occurs on portable DVD players. He has played the DVD on several different home players and they always work. However the same problems has occurred on 3 different portable models.

tdk blanks have gone down hill in the last year or so, his burns are probably
marginal and a good player does fine, portable players for the most part are
        crap.

look up his panasonic and see what it burns best on?
